MAN KILLED AFTER HIT-AND-RUN, CHASE AND GUNFIRE EXCHANGE

On Friday November 3, 2017 at approximately 9:00 PM, Port Orange Police Officers were approached by a white male operating a vehicle in the City Center area. As officers began to speak with the person, he abruptly left the scene, striking an officer with side of his vehicle. Officers engaged in a short pursuit of the suspect until he led officers to a rear parking lot of the 4801 Clyde Morris Blvd., the Coral Bay Villas. The suspect exited his car, firing multiple rounds from a handgun at the officers. The officers returned fire, subsequently killing the suspect.

The suspect is identified as Robert A. Powell, age 53, (08/23/1964) of Daytona Beach, FL.

The three Port Orange Police Officers involved in the shooting are:

  • Sergeant Warren Carmen (11-year veteran)
  • Officer Wayne Jean (6-year veteran)
  • Officer Jacob Bissonnette (1-year)

Officer Wayne Jean was originally struck by the side of the suspect’s vehicle during the initial contact. He was treated and released from the hospital with minor injuries.

In accordance with policy and procedure the Florida Department of Law Enforcement (FDLE) has been mobilized to investigate this shooting, which is standard operating procedure for any officer involved shooting. Also, in accordance with policy and procedure following an officer involved shooting, all three officers have been placed on administrative leave pending an investigation of the incident by the FDLE and a review by the State’s Attorney’s Office.
