UPDATE: 2 Charged; Search Warrants Executed At Three Ormond-Area Internet Cafes

Update 4/29/19: Both the manager and the property owner providing the space for an illegal gambling room/“Internet café” in Ormond Beach are now facing felony charges.

The owner of the property, 63-year-old Joseph Daprile (DOB 5/15/1955) of Ormond Beach, is facing a felony charge of renting a house for gambling purposes (F.S. 849.03). There is an active warrant out for his arrest.

The manager of "The Spot" and "The Hot Spot," 33-year-old Yolanda Baker (DOB 5/25/1985) of South Daytona, is charged with acting as an agent/employee of a keeper of a gambling house (F.S. 849.02) and manufacture/sale/possession/etc. of slot machines or prohibited devices (F.S. 849.15). Baker turned herself in Sunday afternoon at the Volusia County Branch Jail and was released after posting $5,000 bond.

Earlier this month, Volusia County sheriff's detectives executed search warrants at The Spot (1220 Hand Ave.), The Hot Spot (1230 Hand Ave.) and The Room (1240 Hand Ave.), all located in the same Ormond Beach-area shopping plaza. A previous search warrant had been executed at The Hot Spot in July 2017, and the business closed temporarily.

VCSO detectives also delivered cease and desist notices to The Spot and The Room in 2018. Both of those businesses temporarily closed, but later reopened.

Additional charges and arrests are possible as the investigation continues.

Update 4/17/19: Yesterday’s search warrants resulted in the seizure of a total of 106 games and a substantial amount of cash. There were 6 games collected from “The Spot” at 1220 Hand Ave., 50 games from “The Hot Spot” at 1230 Hand Ave., and 50 games from a third location discovered during this investigation: “The Room” at 1240 Hand Ave. These investigations are ongoing and other locations may be visited in the future.

SEARCH WARRANTS EXECUTED AT ORMOND-AREA INTERNET CAFÉS

Today, Volusia County Sheriff’s Office detectives are executing search warrants at two Internet cafés in the Ormond Beach area where it’s believed illegal gambling activity has been occurring.

The locations are The Spot at 1220 Hand Ave. and The Hot Spot at 1230 Hand Ave.

Both locations were shut down and issued cease and desist orders as a result of previous VCSO investigations.

Deputies are again seizing equipment to be forensically examined. No arrests have been made at this time. The investigation is active and ongoing.

VCSO SHUTS DOWN INTERNET CAFES COUNTYWIDE

2 Recent Armed Robberies, Appeals Court Ruling Prompt Orders to Close Illegal Gaming Centers

Several illegal Internet café establishments in Volusia County are shut down after Volusia County sheriff’s detectives issued cease-and-desist orders to the businesses.

The crackdown was prompted after two recent armed robberies occurred at local gaming businesses. A recent appeals court ruling determined certain gaming devices used at the Internet cafes are illegal.

Since Oct. 19, local gambling establishments have been issued cease-and-desist orders – effective immediately -- warning that they’re conducting illegal activities and could face criminal charges.

In 2017, the Volusia County Sheriff’s Office conducted a two-month undercover investigation of local casino-style electronic gaming businesses. At that time, one was raided and shut down -- The Hot Spot, 1230 Hand Ave., Ormond Beach. Eight additional businesses were served cease-and-desist orders at that time, including the Jackpot Saloon in Deltona. The establishments are unlicensed and unregulated, and are considered illegal gambling because they rely on games of chance rather than games of skill.

In addition, Internet cafes statewide were shut down in April 2013 after Gov. Rick Scott signed a ban approved by the Florida Legislature.

In East Volusia, orders were issued to these locations:

  • 1376 N Nova Road, Daytona Beach (Lucky Ducks) – issued 10/25/18: CLOSED
  • 2990 W International Speedway Blvd., Daytona Beach (Speedway Station) – issued 10/26/18: CLOSED
  • 1220 Hand Avenue #D, Ormond Beach (The Spot) – issued 10/26/18: CLOSED
  • 1240 Hand Avenue, Ormond Beach (The Room) – issued 10/26/18: CLOSED
  • 986 N Nova Road, Ormond Beach (Jiffy 2) – issued 10/26/18: CLOSED
  • 1396 N Nova Road, Holly Hill (Hidden Treasure) – issued 10/26/18: CLOSED
  • 1230 Hand Avenue, Ormond Beach (Hot Spot) – issued  10/19/2018: CLOSED
  • 800 S Nova Road, Ormond Beach (Asian Internet Café) – issued 10/23/18: CLOSED
  • 1106 Derbyshire Road, Daytona Beach (Family Food Mart) – issued 10/26/2018: Machines shut down.
  • 218 N Dixie Freeway, New Smyrna Beach (The Spot) – issued 10/26/2018: Machines removed by owner.

In West Volusia, the locations are:
