UPDATE: 2 ARRESTED: Suspect Identified, Sought In NSB-Area Shooting

Update, 8/2/20: Detectives have identified and arrested a second suspect who was present during the July 24 shooting and carjacking of a man in the New Smyrna Beach area.

Donald K. Waggoner, 59 (DOB 6/2/1961), of New Smyrna Beach, was taken into custody yesterday evening at Denny’s, 1830 State Road 44, New Smyrna Beach. Waggoner is charged with accessory after the fact to attempted second-degree murder and accessory after the fact to carjacking.

Waggoner was a back-seat passenger in the victim’s car when Stephen Allen shot the victim. After the shooting, Allen stole the victim’s car and fled, with Waggoner as a passenger.

Today, Waggoner is being held in the Volusia County Branch Jail on $30,000 bond.

Update, 7/26/20: Stephen Allen was taken into custody around 8:40 p.m. Saturday night at a 7-Eleven store at 100 N. Atlantic Ave., New Smyrna Beach. His arrest was a result of coordination between deputies, detectives, Volusia County Crime Center analysts, members of the U.S. Marshals Service fugitive task force and New Smyrna Beach police. Allen is being transported to the Volusia County Branch Jail on his charges of attempted murder and carjacking. The victim’s Toyota Solara convertible was also recovered in the area of 701 S. Atlantic Ave. earlier Saturday after a citizen recognized it from Friday’s social media post about the shooting.

SUSPECT IDENTIFIED, SOUGHT IN NSB-AREA SHOOTING

Volusia sheriff’s detectives investigating a Friday morning shooting in the New Smyrna Beach area have identified a suspect and obtained a warrant for his arrest for attempted murder and carjacking.

The suspect, 68-year-old Stephen E. Allen (DOB 2/7/1952), has not been arrested at the time of this post. He may be in the Miami area or on his way to South Florida.

Deputies and New Smyrna Beach police officers responded to the shooting around 10:15 a.m. in the area of the 1300 block of Findlay Street. Witnesses said they saw the victim, a 50-year-old man, come out of a wooded area with gunshot wounds. The victim had multiple gunshot wounds to his arm, abdomen and chest. His car, a blue Toyota Solara convertible with Ohio tag 732 YZV, was seen leaving the area.

Before he was taken to the hospital for treatment, the victim told deputies Allen, a man without a permanent residence who had just recently moved into his home, shot him and stole his car. The victim underwent surgery and is expected to survive.

The Sheriff’s Office is coordinating with other agencies in an attempt to locate and arrest Allen, and updates will be provided as they become available. Several photos of Allen are attached. It should be noted his driver’s license photo is not an accurate representation of his current appearance. The still frames taken from a recent police interaction recorded on body camera are more accurate.
