DRUG TRAFFICKING ORGANIZATION DISMANTLED WITH ARREST OF EX-PRISON GUARD & SUPPLIER

A drug trafficking ring run by a former state correctional officer living in Volusia County has been dismantled following a long-term investigation that resulted in her arrest, along with the arrests of her supplier and several other members of her organization.

In March 2021, the Volusia Bureau of Investigation (VBI) along with the Federal Bureau of Investigation (FBI), began a multi-jurisdictional investigation into a drug trafficking organization led by ex-Florida Department of Corrections Prison Guard Christina Guess (DOB 5/15/1978) and supplied by Reshard Campbell (DOB 8/7/1995), who were responsible for distributing kilogram amounts of methamphetamine in Volusia County and Lake County on a monthly basis. It's believed the organization trafficked up to 24 pounds of uncut methamphetamine over a one-year period.

Identified members of the organization had been arrested for numerous crimes including narcotics violations, firearms/weapons violations and violent crimes against persons. Guess served about one year in state prison from 2019 to 2020 on a previous conviction for drug trafficking in Volusia County.

One of the defendants arrested in the operation, Andrea Dunmire (DOB 4/3/1988), is the subject of an ongoing investigation into the December 2021 death of an infant who died as a result of methamphetamine toxicity, VSO Chief Deputy Brian Henderson told reporters at a Tuesday morning news conference alongside members of the FBI and DeLand, Ormond Beach and Ocala police departments.

“We know that there are many other organizations just like this, and/or larger, and we know a lot of who they are,” Henderson said. “The men and women on our task force as a team, this is their mission. This is their passion. They love doing this type of work, and I assure you that if you’re out there trafficking drugs in our communities, it’s only a matter of time before we’re kicking in your front door, and you’re going to jail.”

Through months of surveillance, search warrants, intelligence gathering and a Title III Oral Intercept, VBI agents were able to infiltrate and dismantle the Christina Guess drug trafficking organization and recover about 1.4 pounds of methamphetamine, 348 grams of cocaine and 11 Hydrocodone pills.

Recently, with the coordination and assistance of UDEST (Unified Drug Enforcement Strike Team - North Florida HIDTA Initiative) comprised of members of the Marion County SO / Ocala PD and the assistance of Ocala PD SWAT, a search warrant was executed at 405 NE 27th Ave., Apt A, in Ocala, where the methamphetamine source of supply resides.

Simultaneous to the search warrant being executed in Ocala, VBI agents also executed a search warrant at the residence of Christina Guess at 223 S. Salisbury Ave., Deland.

This investigation was a joint effort led by the VBI along with the FBI and the Attorney General’s Office of Statewide Prosecution.

Attorney General Ashley Moody said: “This operation is responsible for distributing pounds of methamphetamine and other deadly substances throughout Volusia and Lake counties on a monthly basis. I am thankful for the joint investigative efforts to dismantle this dangerous drug trafficking ring, and now my Statewide Prosecutors will ensure they pay for their crimes.”

The VBI is a Central Florida High Intensity Drug Trafficking Area (HIDTA) initiative that investigates drug trafficking organizations. VBI is comprised of members from the Volusia Sheriff’s Office, DeLand Police Department, New Smyrna Beach Police Department, Edgewater Police Department and the Ormond Beach Police Department as well as Homeland Security Investigations (HSI), the FBI and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).

Detectives from the West Volusia Narcotics Task Force also assisted throughout the investigation. The West Volusia Narcotics Task Force is a street level drug task force comprised of members from the Volusia Sheriff’s Office and DeLand Police Department.

Updates: 7/21/22

• Andrea Dunmire, who was mentioned in the “Operation Guess Who” news release above, accepted a plea deal Wednesday, July 20, in a separate VSO case not related to the death of her infant or her latest trafficking arrest.
  
  The charges she pleaded to are possession of methamphetamine, trafficking in methamphetamine over 14 grams, trafficking in methamphetamine over 28 grams, delivery of methamphetamine within 1,000 feet of a school, unlawful use of a two-way communication device, and possession of a structure to manufacture or sell methamphetamine. Her sentence is 8 years, 9 months in state prison.

• In another case involving distribution of meth, this week detectives with the East Volusia Narcotics Task Force along with VBI and SWAT executed search warrants at two locations. These search warrants were the result of an investigation that started in January with a series of overdoses and overdose deaths in the southeast Volusia areas of Oak Hill and Edgewater.
  
  During this investigation, Joshua Hancock (DOB 8/16/1978) was identified as the primary source of supply of heroin, fentanyl and methamphetamine in the area. Detectives were able to conduct several controlled purchases of heroin, fentanyl and meth from Hancock, and also identify his supplier, James Reed Jr. of Daytona Beach.
  
  The search warrants at 612 Willamsburg Drive, Daytona Beach, and at the All-Suites Motel, 335 N. Ridgewood Ave., Room #111, Edgewater, resulted in the seizure of 514.4 grams of heroin/fentanyl, 1,003.3 grams of methamphetamine, $30,520 cash, and drug paraphernalia. Photos are available here.
  
  Charges are pending against Hancock and Reed, and two others were also arrested on drug-related charges.

Update: 7/27/22

Today, 34-year-old Andrea Dunmire (DOB 4/3/1988) was charged with aggravated manslaughter in the death of her child.

The victim was about 4 ½ months old when he died Dec. 9, 2021, in a camper behind a vacant home at 1695 W. Euclid Ave., DeLand. The medical examiner determined his cause of death was acute methamphetamine toxicity.

The Sheriff’s Office investigation found Dunmire shared a bed with her baby, and that he slept cradled in her arms on a fold-down couch while methamphetamine was stashed in her bra. The medical examiner’s report stated: “Because the decedent was a four-month-old, who was completely dependent on the actions of others for feeding and because of the neglect in allowing an infant to be exposed to controlled dangerous substances, the manner of death is homicide.”

A concurrent investigation into Dunmire’s trafficking activity found that on Dec. 7, two days before the infant’s death, she requested 14 grams of methamphetamine from a supplier. On Dec. 13, four days after her son’s death, she reached out to the supplier again to facilitate another deal.
